Another Trick Driver

Where, and more importantly how are these young men getting driver's licenses?  Two days ago I did a post about a Connecticut man (his age wasn't given,but it seemed like he had to be young) who crashed his girlfriend's (ex now?) car into a building 8 feet off the ground,today a 24 year old Texas man got lucky after he hit the gas instead of the brake and drove off the ninth level of a parking garage. A wire (cable?) from the barrier wrapped around the vehicle's axle,preventing it from falling. The man was able to crawl out the sunroof and back into the parking structure. They were even able to lower the car to the ground without incident. The man was uninjured,I'm not sure how the car came out,but I am certain the man was lucky this time and I strongly suggest he learns the difference between the brake and the gas pedals.
