What's the Deal?

Has anyone ever noticed how disorderly the shopping cart return areas are? With that thought in mind why are there different sizes of carts? It isn't like the small ones use less gas so why couldn't everyone just use the same sized cart? And if you really only needed a couple of things and for some reason couldn't be bothered with a full sized cart most places have the hand baskets. What about those obnoxious ones with steering wheels so kids can play like they're driving but those carts are wider than regular carts and plug up the already narrow aisles? And finally the motorized carts...are the disabled only going to buy a few items so all they get is the tiny basket? That seems backward as I would think they would want to go shopping less often since it's an obviously tedious task for them though I don't have any ideas on how to make the baskets larger. Shouldn't public places hire engineers to figure this stuff out so I don't have to think about it?
