I suppose desperate times call for desperate measures but so far I haven't ever been hot enough to consider filling a dumpster with water for a makeshift pool. That is exactly what the residents of Cedar Street Block Party in Philadelphia did. First they lined the dumpster with pool noodles and then double tarped the inside. Apparently it is not an uncommon way to cool down but what caused concern for the city was a fire hydrant had been used to fill this particular dumpster which could have caused water pressure problems if there had been a fire in the area. Because of this isolated incident they will no longer issue permits for future block parties and have instructed the dumpster rental company to not rent out dumpsters for pool parties. So much for the city of Brotherly Love.
